[Halld] Update on operations and shifts

Dear Collaborators,

Their was a discussion between JLab's management and Curtis, Matt and Eugene. While the management appreciates how critical it is for GlueX to get some beam time this fall, the plan remains unchanged: Hall A has the priority of running and since their program is only at 5 passes, Hall D cannot get beam. Depending on how well the accelerator performs, Hall D may still some priority and get beam at the end of Fall. Consequently, the shifts schedule is now the following:

Shifts are cancelled until Monday, Nov. 28th, 8am.
Next shifts are on Standby until Monday, Dec. 5th, 8am.
Next shifts remains regular shifts.

I will update you of any new development.
