[Halld] GlueX shifts cancelled until Oct. 31st.

Dear Collaborators,

It is now clear that beam will not be available to Hall D until at least early November. The current expectation is to get beam around Nov. 9th, give or take a week. Consequently, shifts are cancelled until October 31st and are on standby until Nov. 3rd, 8am. (Standby means that the shift crew should be close to JLab and ready to come to shift on short notice).
