[Halld] Production & Analysis Meetings + SCHEDULED TALKS

As announced at the collaboration meeting, we have changed the meetings around a bit. The "Analysis" meeting is now the "Production and Analysis" meeting, and is on every Wednesday at 2pm (starting NEXT week). It will now also include brief updates on the status of the calibrations and data production efforts.
To be more productive, we have moved back to having scheduled talks every week, with a focus on the studies most important for getting moderately-accurate acceptance corrections and cross sections (+ beam polarization). In the interest of time, the talks should just be summaries of the efforts/issues of the given working group, and should be limited to 10 + 5 minutes.
There will also be standing items every week to discuss the progress on measuring total cross sections. Users are encouraged to make measurements and present their progress/issues during this time (again, limited to 10 + 5 minutes, although the discussion can go longer as needed).

Note that next week the beamline and triggering groups are scheduled to give brief updates on their progress in understanding the Spring 2016 and/or 2017 data. Also note the "upcoming" schedule, which has talks slotted for efficiencies and drift chamber alignment. Once a month there will also be an "open" date on the schedule for any other studies that people want to discuss.
