[Halld] Status Update

Dear all,

The accelerator is having problems with one of the RF cavities, and while
the situation may improve at any time, it is currently not clear if we will
get beam before tomorrow morning or not. The Hall will remain in controlled
access for now, and shifts will remain as scheduled.
