[Halld] Status Update

Dear all,

Beam delivery to the hall resumed around 9:00 PM tonight, as the
accelerator recovered enough to deliver low-current beam to Hall D only
overnight.  The priority tomorrow will be for repairs to continue beam
delivery to the other halls so that Hall C can continue their commissioning.
