[Halld] hallddb reboot

Hi All,

  I was informed this morning that there were some issues with hallddb and halld-ext that required
both of them to be rebooted. This should make them unavailable for a brief time (several minutes)
unless something unexpected occurs. If you notice any access issues, this is why.
