[Halld] RunPeriod updated to RunPeriod-2018-08

Hi All,

  The new RunPeriod-2018-08 has been set up. Folks wishing to run the DAQ
should log out and back in or at least re-source the /gluex/etc/hdonline.cshrc file.
Starting now, run numbers should be in the 50k range.
