[Halld] Proposed low photon energy measurements

Hi All,

Following the discussion at yesterday's RC meeting we decided to proceed with the low-energy run this week, beginning after the TAC run on Wednesday.  The plan we agreed on yesterday has been included in Alexandre’s run plan (links below) and has a target of collecting 2 billion physics triggers in this low-energy configuration, consistent with the estimated ~5 day run plan (assuming ~50% efficiency).
