[Halld] [EXTERNAL] Configuration changes

Hi all,

I'd like to remind people to track any major configuration changes
that would affect the offline calibrations and analysis in the
following wiki page:
https://halldweb.jlab.org/wiki-private/index.php/Spring_2020_Dataset_Summary#Global_Events

Currently we have the information for the CDC and the TOF there, but
please add anything else relevant.
