[Halld] Access to different buildings during MEDCON5

We need access to EEL 128. Some of the Electronics hardware like HV 
boards and LV modules
are stored there. I do have a key, I am not sure who else, maybe Sasha 
and Hovanes.
In case a HV modules needs replacement I know how to do that. In case of 
a LV module
we may need some online assistance with regards to configuration.
