[Halld] Access to different buildings during MEDCON5

Hi Eugene,
We need access to EEL building for spares for controls and other 
electronics. I also have a minicrate
with a controller in my office which we may need as spare, although very 
unlikely.
Beni, I do have the key to room 118.
