[Halld] [EXTERNAL] Run update

Good morning,

Richard looked at the active collimator balance and decided that it looked
okay, we have to watch out for correlations.
We ran quietly through owl shift with Hall C limping along at 20uA (not
what they want, they'd like 70uA).

The PD said that MCC is having huge problems getting any more beam to Hall
C, they are wondering if someone walked into a beam pipe and would like to
resurvey a section of it.  The PD suggested doing this today although the
lab experts are on site, so after some discussion the programme was
rearranged so that we should do our TAC run today (Sasha is available) and
Hall B will do their spin dance tomorrow (when their experts are available)
instead of Monday, and then the RF group will almost certainly want to take
time to look at the accelerator on Monday.  The spin dance is a nuisance
for the other halls because it causes interruptions each time the Wien
filter is moved.  I don't think our TAC run is at all invasive for the
other halls but they offered to be helpful (suffer a bit if needed) so that
we can get it done.  Yan suggested that we can ask to have the A slit
closed if we need to, that's a simple change.  Hall C is happy to get the
other halls' activities out of the way as they cannot do what they want to
do anyway.
