[Halld] [EXTERNAL] Run update

Good morning,

Yesterday we did the TAC run and resumed production in owl shift
although there were still some problems with the DAQ.

Today we are continuing with production although we expect several
interruptions due to Hall B's spin dance.

Tomorrow it is very likely that the accelerator experts will work on fixing
the BLM trips that are limiting Hall C's current to 20uA, instead of the
requested 80 uA.  It's not clear if the problem is RF or optics or both.
There were hints that the work would continue until the issue is
resolved.  This is all TBD pending the morning meeting and another
planning meeting after the 8am MCC meeting.
