[Halld] Reminder on the access to the Lab policy

Dear colleagues,

Let me remind you on the access policy for those not fully employed by JLab. Some restrictions have been introduced during the MEDCON5-MEDCON4  times and are staying in place now at MEDCON3.

  *   In order to get physical access to the Lab they need to have their visits approved. The requests are sent formally using the proper JLab WWW page. US citizens can be approved for 2 year periods, others for 1 year periods. There are certain restrictions. More information can be found in the Administrative Manual, part 301.05 Guest Access Policy. There is a link to the manual from the INSIGHT JLab page.
  *   You can find out your access status using JList. In the INSIGHT page find JList (access only from the internal JLab network), type in your name and look at the "MAIN" page. If "CANS status" is "INACTIVE" you have no access. There are also fields "Onsite date" and "Date off site".

Those fully employed by the Lab have no restrictions during MEDCON3.
