Hello Mitch,

We have reviewed Hamamatsu's comments and have answered their questions 
below as you requested. Hamamatsu requires the following minor changes 
in order for them to bid on the SVT sensors.

1) Increase of mask placement error by 1/2 of a micron.  (1.5 to 2 microns).
2) They can not drop ship to MSU (Russia) directly.
3) After approval of 1st article sensor, increase production delivery 
times by 6 weeks.
4) At least one extra week before RFP close.

I have reviewed RFP# JSA-10-R28944 in detail with our factory and I want 
JLabs to understand that Hamamatsu is interested in this opportunity and 
business.

However, there are several technical and delivery requirements in the 
RFP that Hamamatsu can not meet and these items are considered 
non-negotiable by our side.  The RFP instructions state that the Terms 
and Conditions and technical specifications are minimum acceptable 
values and the failure to meet or assent to these requirements 
constitutes a deficiency.  As a result, Hamamatsu must choose to "No 
Bid" on this RFP unless JLabs can relax/modify the following requirements.


*1)*  Technical Spec 5.6: We can not guarantee mask placement error < 
1.5u.  The best specification we can offer is < 2u.  This item was 
communicated to JLabs in the fall of 2009 and is non-negotiable.

Jefferson Lab modifies Specification B00000-01-01-S0001 Rev 6 - Silicon 
Micro-Strip Sensors for the Hall B CLAS12 Silicon Vertex Tracker section 
5.6. to < 2u  (from the previous < 1.5 u - increase of 1/2 micron).




*2)*  Technical Spec 5.16.b:  We can not offer drop shipment to Russia 
for any of the units under this RFP.  This item is considered 
non-negotiable.

Jefferson Lab will not require drop shipment to Russia.



*3)*  Technical Specs 5.16 and JSA-200 (Delivery Requirements): 
  Hamamatsu can not meet the delivery schedule outlined for production 
units.  The current schedule does not allow for sufficient wafer 
processing time after first article approval and the very best schedule 
we could offer is as follows:

If JLabs can relax the RFP requirements then Hamamatsu will choose to 
bid on this project, however we will also likely require an extension of 
at least 1wk to prepare all of the necessary materials and process the 
RFP through our contracts review department.  Therefore, we would also 
like to request an extension.


The close date for Jefferson Lab RFP# JSA-10-R289444 has been modified 
to June 30, 2010.
