[Hbi-svt] Fwd: new design, new version

Just sending to the JLAB side since the change shouldn't impact FNAL any since the only change was the moving of the HV pads on the HFCB side.

Attached are some pictures of the change as well as the chip pad alignment.

I'd like to approve this design ASAP, hopefully before the end of this week if not sooner as I don't see any issues with the current design.
