[Hps-analysis] Changes to DST

Hi Everyone,

I want to make a release (v0.10) soon in preparation for pass 4.  I have
made the following changes to the DST:

* Added RF time to the event
* Added goodness of PID to HpsParticle
* Split seed tracks and GBL tracks to different collections
* Added GBL kink data to a GBL track
* Fix bug causing the wrong track state to be used to set the extrapolated
position at the Ecal
* Added SVT latency flag to the event
* Disabled C++ GBL

Are there any other changes that need to be made that I have missed?  Any
other enhancements that people want to see in pass 4?
