[Hps-analysis] DST Release for Pass 4

Hi,

I have tagged a release that will be used to generate DST's for pass 4.
You can grab the tag directly from github:

https://github.com/omar-moreno/hps-dst/releases/tag/v0.10

or by creating a new branch at the specific tag as follows:

git checkout -b [branch name] v0.10

Release notes can also be found on the same page. Installation instructions
can be found in the usual place:

https://confluence.slac.stanford.edu/display/hpsg/Installing+the+DST+Tools

I will update the DST maker at JLab soon. Let me know if you have any
questions or if there is something missing from the release.
