[Hps-analysis] DST Release for Pass 4

Thanks Omar,
Let me know when/where you have it installed
for pass4 in /u/group/hps/...
It also might be a good idea to move it from
your personal repo and into HPS's, e.g.:
github.com/jeffersonlab/hps-code/dst-maker
