[Hps-controls] preliminary list of devices

Dear all,

This is a preliminary list of devices I came with that must be on to do list
for slow controls. Work on stuff in upstream tunnel and most of magnet
power supplies can start now.

List of devices that must be checked and connected in upstream tunnel
(from upstream to downstream):
1. Motor controls for 2C21 harp
2. Controls for Moller target ladder (motor) and Helmholtz coils
3. Moller quads
4. Motor controls for 2C24 (tagger) harp
5. Tagger magnet

Magnet power supplies needed for HPS:
1. Tagger
2. Pair spectrometer (in the new location)
3. mini-torus
4. Moller quads

Devices in downstream alcove that must be controlled:
1. "Radiator long" (will move from upstream of the tagger magnet)
2. 2H00 harp
3. 2-motors on HPS SVT with encoders
4. HPS target ladder (the same motor as SVTs)
5. 2-Hall probes, pair spectrometer and one of Frascaties
6. Beam blocker motor control

In addition HPS will need:
1. Beam-halo counters throughout the system - 2 in the upstream tunnel,
2 in the Hall on space frame, 4 in downstream alcove
2. Beam helicity measurements and control
3. Beam sixty Hz and higher order harmonics measurements
