[Hps] version control for proposal

We've been using a Git repository at SLAC for the test run and DAQ 
sections. This is available to anybody who wants to view or use it.

This will check out the repository to your computer:
git clone hps at laputa.stanford.edu:/git/proposal_2014

"git pull" will update your local repository.

The password is "madphox".

Git has nice merge functionality, so if people (Stepan, section editors) 
send me their versions of the proposal (just the source for the section, 
or a tar.gz of the whole LaTeX source tree) I can incorporate them in Git.

The hope is that automatic merging takes some load off of editors, and the 
merged version will be continually available to everyone, making it easier 
to do cross-references between sections, etc.
