[Hps] new version of the proposal draft

Hello everyone,

I uploaded a new version of the proposal draft to -
https://userweb.jlab.org/~stepanya/a_prime/hps2014/
There two files, PDF of the draft and the zip file of source.

The new version has almost final "introduction", "Motivation", and
"Description of the HPS setup" (with exception of the muon part),
sections. Somewhat lengthy version of the test run section.

If you want to contribute, use the source latex files for edits, or
send me in any format your contribution and I will incorporate them.
