[Hps] HPS docs source repository

Hi Everyone,

After looking into a few options, it seems github (with JLab's
corporate account) will be the best choice for HPS docs source
repository.

We now have a github "team" named "HPS" of which you will need to
be a member in order to modify any of its repositories.  I made
two repos, HPS-NOTES and HPS-ANALYSIS-NOTES, with permissions
corresponding to the pdf-only archives:  HPS-NOTES has wide-open
read access for calibration type stuff, the other is for internal
stuff and can only be seen by team members.  Here's a direct link:
