[Hps] Congratulations to HPS Members!

Dear HPS,
At today's HPS Collaboration meeting, we voted on a number of issues:

First, congratulations to Michel Garcon who was unanimously elected to HPS Collaboration membership.

Second, congratulations to the newly elected members of the EC and PPC:
     Takashi and F-X have each  been elected to a 2 year term on the EC.
     Andrea, Rouven, Maurik, and Larry have all been elected to 2 year terms on the PPC.

Finally, the Collaboration approved the HPS Authorship Policy and the HPS Shift Policy,
the latter with a small amendment.

Especial thanks to Collaboration members who were unable to attend, but voted by email,
and to those who agreed to stand for what turned out to be a very close election.
