[Hps] Final circulation of NIM article

Dear collaborators,

for those listed as authors on the Test run paper Larry reminded me to ask if you are happy with the acknowledgements and in particular if you need your particular funding agency listed there. Right now only DOE is recognized.

If you want your agency listed, please provide the appropriate change to the text as well.

It has all changes incorporated from the collaboration review. Thanks for all the feedback!

The bylaws state that a final 1 week period is given before sending to journal and arxiv.

Thus I hope to get your feedback before end of June 20th.
