[Hps] Shift assignment

Dear all,

In few days we will start HPS shifts for the HPS commissioning run.
As it stands now on the shift schedule (see the link) many shifts are
not assigned. We need name for each shift at least 2 weeks prior the
shift. So, please institutional reps, take a few minutes to fill the table.
