[Hps] run schedule and shift update

Hello All,

JLab is planning to deliver 1 GeV/pass beam, with Hall-B the priority hall, for the
remainder of the Spring run until May 4.  Since there will be a lot of torus work in
the hall, HPS may have to stick to nights and weekends next week.

The first possibility for beam to Hall-B is now delayed until day shift on Monday, April 13.
All HPS shifts before then are cancelled.
