[Hps] run schedule and shift update

Hi Everyone,

The latest from the accelerator today is that the first possibility for beam to
Hall-B is now Tuesday, April 14.  These recent delays are due to some extra
efforts to understand what happened with the machine and the power outage
(ultimately resulting in loss of one CHL) for future knowledge before resuming
normal operations.

Hall-B shifts are now set to resume with day shifts on Tuesday, April 14th.
All shifts before then are cancelled.  Takashi Maruyama is the new RC.
