[Hps] Power Outage Swing and Owl Shifts Cancelled

Dear HPS,

There was a power outage to the accelerator and counting house this afternoon.

Power was restored within the hour, but it will take some time for the machine to recover.
Stepan has checked the Hall. Vacuum pumps have been restarted. Chillers have also been restarted
for Ecal and SVT, and Sergey will restore computers in the counting house.

Since beams will be off at least until morning, today's Swing shift and tomorrow's Owl shift are cancelled.
Day shift tomorrow is on until further notice, but of course may be cancelled if machine recovery is slow.
I hope to learn more later tonight.
