[Hps] Protracted Recovery: Swing and Owl and Tomorrow Day Shifts Cancelled

Dear HPS,

The PD said the N linac will start up on swing, and beams will start circulating thereafter, but the S linac won't be on until tomorrow day shift.
Even at that point there will be lots to do before they are ready to send good beams to Hall B.

So swing shift today (Mar 26) and owl and day shifts tomorrow (Mar 27) are cancelled.

I'll update this when we get more information.

The 3PM meeting in the counting how conference room is ON.
