[Hps] HPS Beamline paper draft

Dear HPS collaboration members and/or co-authors on the beamline paper,
 
   Attached is  a draft of our beamline paper to be submitted to NIM. Two previous versions have been circulated among the co-authors.  As per the HPS charter, all collaboration members are entitled to read the manuscript and comment. Please send comments to me by October 28.
