This is outrageous!!! Perhaps you may consider protesting to the Editorial Board. This person is not qualified as a reviewer and should be removed from the reviewer pool. Since the reviewers are picked more or less randomly from the street, we need to filter out crack pots. You were just unlucky.

Dear HPS collaborators,
A referee for the ECal/NIM paper states that the English language needs to be revised in depth. He/she gave some instances which were corrected according to his/her wishes. We are somewhat surprised. True the paper results from several contributions by different authors and it might lack some homogeneity in style, in spite of our editing efforts.
Nevertheless, one of us (MG) wrote several papers and never had such comments. More importantly, the manuscript was re-read/corrected by some distinguished collaborators, native speakers: Nathan, John, Larry,....
Together with detailed, optional, corrections from John and Larry, we had comments like: " found it well written, informative, and very good"
and " excellent. I have a few very minor suggestions and corrections.
You may ignore any or all of them". We cannot help thinking that the referee was prejudiced when seeing that the corresponding authors are not native speakers.
In any case, we are now looking for a new volunteer within the whole HPS collaboration, well versed in the English language, to take a fresh look at this paper and make all necessary corrections to the style and wording. This contribution would be very much appreciated (and acknowledged at the end of the paper if not already co-author).
