[Hps] Preparing for summer run, HPS shifts and experts on call

Dear HPS,

We are about 6 months a way from the start of our first physics run. Run 
is scheduled to start on June 10 and will be 63 days long. Collaboration 
is responsible for shifts and for expert on-call personnel. You can find 
details about the shifts and subsystem expert duties in our "Shift 
Policy" document.

According to the document, shift assignments will be made 3 months in 
advance, it means by March 10!

In order to make this happen, institutional representatives, please 
check your institutional membership list and let Bryan McKinnon know 
(and cc to me) if there are any changes in membership. In order to 
generate shifts, Bryan will need the list of shift takers and experts 
on-call (and approximate duration of on-call duties) for each institution.

Please try to do this in next couple of weeks. If we will not hear from 
the institution by January 20, we will assume that the membership list 
is unchanged and no expert duties will be carried by the members of the 
institution.
