[Hps] Shift Schedule for Summer 2019

Dear Collaborators

First of all an apology, Our Collaboration rules call for the schedule to be announced 3 months in advance, This should have been last week but for various reasons, entirely on my part I must add, the announcement comes now. Sorry for that.

The Shifts Schedule for the HPS Summer running has been generated and posted

This schedule is based on an allocation which as always accounts for:
- the length of the run in days (rounded to be divisible by 5)
- the number of members at each institute
- the division of experts/workers at each institute (i.e. to allow for complete allocation of shifts to institutes with no experts, it is likely that institutes with all experts will have only expert shifts and those with some split will have both expert and worker shifts roughly as their percentage expert/worker members)
- the assignments of the subsystem experts and RC duties

These numbers and any constraints were used as inputs to the generator and were approved/checked by the Spokespersons.

The Swap periods are set as follows:
Foreign until 21st April followed by Domestic until 20 May, during which each locale of institute may unilaterally swap shifts blocks. Therefore if you look today, please do not assume your blocks will be the same in 4, 8 weeks time.

I appreciate that we last went through this process in 2016 so there may be some teething problems. As always feel free to drop me an email with any issues you encounter or if you notice any unintended “features” of the interface.
