[Hps] [EXTERNAL] Shifts Schedule

Dear HPS
Yesterday the EC approved the generated shifts schedule for the upcoming HPS run.

There are some important points regarding the schedule:
All non-US institutes have been assigned Worker (Remote) Shifts only since the possibility of foreigners being allowed on-site is uncertain at best. (One US institute also requested remote shifts).
Within the Worker (Remote) Shifts, the allocation to each institute was based on the proportion of members. Worker Shifts come in blocks of 4.
Within the Expert Shifts, the allocation was similarly based on proportion of institute membership. Since travel is involved here, the Expert Shifts come in blocks of 5 (the traditional HPS way).
Given the circumstances we are all operating under, shift (unilateral) swapping has been disabled however trades are available. Remember that trading requires both a request by party A and approval by party B. It should be obvious that shift trades only be conducted within the appropriate side of the schedule i.e. Only trade Worker for Worker or Expert for Expert to account for the current constraints.
Institute Representatives should check their allocation, make trades as/if needed and assign names to the blocks.
