[Hps] [EXTERNAL] 2021 Event Skimming

Hi Norman,

The trigger supervisor (TS) provides two words of trigger bits, documented
as the "prescaled word" and the "ext word".
The trigger bit you have referred to thus far are all in the "prescaled
word", so the pulser trigger is bit 15 of the prescaled word.
The random trigger bit is bit 15 of the "ext word".
