[Hps] No RC meeting today

Dear all,

Because of the broken breaker in Arc5, we are still the only hall 
getting the beam since Saturday evening.

The plan bringing back Halls C and D depends when the breaker will arrive.
There will be a meeting at 3 pm with PD which coincides with our RC 
meeting, where it is expected to be know when the Breaker can arrive on 
site,
and then how to proceed.

I propose to cancel today's meeting, and meet tomorrow.
Please let me know, if there is an important thing that needs to be 
discussed, and I can schedule another time today to discuss.
