[Hybrid baryons] hybrid baryon LOI and proposal

Dear all,

A few minutes ago the PAC report was send out to all users. As you can 
see the PAC encourages further development of the proposal. In fact, the 
11 GeV part should be a run group proposal, i.e. will not require PAC 
approval, but CLAS collaboration approval. For the lower energy part a 
separate run group proposal needs to be developed that should include 
other measurements that can make also use of the requested beam time.
That is all good news!

To discuss all this and the path forward, we will resume our regular 
meetings, beginning tomorrow, Friday July 17 at 8:30am.
