[Hybrid baryons] PAC43 LOI

Dear all,

The PAC encouraged us to develop the full proposal. They strongly advise 
on making the 11 GeV portion part of the run group experiment A, and 
develop a separate run group proposal for the lower energies (6.6 and 
8.8 GeV) together with other proposals that also want to make use of the 
lower energies. I think that should not be difficult since we have in 
Hall B not a single proposal to make use of the lower energies. We need 
to bring this to the full CLAS collaboration as an opportunity for new 
proposals.

We have to wait for the detailed comments by the PAC, which may take a 
couple of weeks.

I suggest we start our regular meeting next Friday 7/17.
