[Hybrid baryons] hybrid baryons proposal

Dear Dan,
thank you for all your work! Unfortunately the hybrid baryon proposal
was submitted on June 2nd.
We did so to be sure that all formal requirements could be correctly
addressed in time.
We wrongly thought that it would have been possible to make changes
until today's deadline, but we found that once the proposal is submitted
it is almost impossible to implement any change.
We would have been pleased to add the Edinburgh group to the proposal
but it has been technically impossible.
The Edinburgh group is nevertheless very welcome to collaborate at any
level. The next meeting will be held next Friday at 8:30 Jlab time.
