[Isotope-prod] Jefferson Lab budget

Dear all, 
I have uploaded the present Jefferson Lab budget 
When I presented this to lab management, there were comments 
about the labor being too low. I expect a feedback from Radcon 
and Engineering adding more people to the mix. Since we were 
expressly advised not to go for the max. $1M, we have to work 
hard to keep the budget to $750K for two years. I hope that we 
can do that. Thanks.
