[Isotope-prod] Target system REquirements

The less manipulation of the target that is required the happier I would
be....
But I agree we need to see if that attachment happens. If it does then
perhaps we can offer the Cu a material it would prefer to attach to that
would eliminate the need for chemically processing the gallium..
