[Isotope-prod] Target system REquirements

Another R&D question for the Tungsten target: Tungsten is known to be 
quite brittle, and many thermal cycles could make it more so because of 
non-uniform heating by the beam and the internal stresses coming with 
it. So the R&D will require corresponding assessments and tests.
