[Isotope-prod] Notes for isotope target working session

Thanks to everyone who participated in a good discussion of the issues 
and ideas for isotope target design.   I've attached my notes which are 
somewhat incomplete so if there are topics/ideas which you feel strongly 
about that I have missed please reply to all with your comments.   I 
don't want to forestall the possibility of introducing any good ideas at 
this point.
