[Isotope-prod] Letter to Marc Garland

In light of the budget meeting yesterday, I would suggest changing the options for replacing George K. to:

" 1.  Continue his engagement as a consultant or 2. Use existing Jefferson Lab resources to fill in for him. "   

I think that the consensus, however, was for option 2 since option 1 would be a less efficient use of resources.
