[Isotope-prod] Letter to Marc Garland

Since Doug has a student, I will use a modified point to 2 from your message. 
In conjunction with a graduate student from NMT, we will use existing Jefferson Lab resources to fill in for George Kharashvili.

In light of the budget meeting yesterday, I would suggest changing the options for replacing George K. to: 

" 1. Continue his engagement as a consultant or . " 

I think that the consensus, however, was for option 2 since option 1 would be a less efficient use of resources.
