[Jef] [EXTERNAL] LOI to Snowmass 2021

Here are some suggested fixes to the submission to Snowmass.

   - add to "The capability of tagging every η('′) in combination with a
   state-of-the-art FCAL-II offers two orders of magnitude improvement in
   background suppression" + ", relative to the existing GlueX FCAL-I
   calorimeter." The claim of 2 orders of magnitude should be relative to some
   stated baseline, which I presume is the existing fcal.
   - change "A high statistics will be accumulated continuously" to "A
   high-statistics dataset will be..."
