Hello Danny,
My vote is below on the each item.

1. should the team rosters be done as they have in the past, or should
we have the lowest eight handicapped people
     be captains and have them pick teams like in a draft.

Answer : Teams are chosen as before, by the people wanting to make up 
that team.

2. should we still have people playing the card or have one person from
the team with the fewer people play two people
    on the other team at the same time.

Answer: Still play the card as before.

3. should the end of year tournament be single or double elimination. or
should we not have an end of year tournament
     and each team play every other team 3 times instead of 2 times
during the season and the winner of the regular
     season is the champion.

Answer: Year / season end Tournament with single elimination.

4. should children of employees, over 16, be allowed to play in the golf
league.

Answer: Yes League members children over 16 should be allowed to play.

5. should 'significant others' of lab employees be allowed to play in
the golf league.

Answer: Yes, Significant others of Lab Employees should be allowed to 
play in the Golf League.

6. should the maximum score remain 5 over par or be double par.

Answer: No. The maximum score for each hole should be twice Par + one 
for an X recorded on the card.
