Dear golf league; 

During league play on Monday a 'playing out of turn' 
incident occurred. One foursome skipped playing the 
first two holes and jumped ahead of the others by 
starting play on the third hole. They then played 
slowly enough that they held up the next foursome 
on several holes. 

Complaints ensued and we (the rules committee) were asked 
to adjudicate. 

There are two relevant sections of the Rules of Golf: 
Rule 10: Order of Play, and Section 1: Etiquette. 

The order of play rule calls for disqualification if 
players intentionally change the order of their play to 
get an advantage. There is no evidence of this. 

There was a breach of etiquette in our opinion. We all 
dislike slow play, but in our league, the order of play is 
dictated by the readiness to play of the various foursomes. 
A group cannot simply decide on its own to move to the front. 

Section 1 of the Rules of Golf discusses the etiquette of 
slow play and the conditions under which a group should 
let others play through. It also explicitly gives the 
organizing "Committee" the right to disqualify individuals 
for serious breaches of etiquette. 

We don't think this incident rises to a level where disqualification 
is appropriate. The group did not think that their action would 
slow up other groups, and we, the rules committee, had never 
publicly discussed this issue before. 

So, we have decided to let the results stand, and we formally 
inform you (the league) that in the future, playing out of 
turn may result in disqualification.
