*Considering keeping winter rules for entire season*
I don't like winter rules in general. It means after all shots in the
fairway I have to pick up the ball and tee it up on a tuft of grass (a
within-one-club-length tuft of grass, of course). Which is what I do
(not joking), otherwise I am letting down my teammates by not taking
full advantage of the rules. But it is silly (and not everyone know you
can do this, so don't tell them).
Winter rules are for when the course is so sloppy that many
fairway-landing shots end up with the ball covered with mud. Or at least
kinda like that in a lot of places. Then winter rules make sense.

We don't need special rules for special conditions that we make up. Such
things are just rub of the green, yo.
